Pretty, interesting design goal. You maximize your modifieres with a
14, 14, 14, 14, 14, 10 build. But so what? What matters is the modifier
you actually use.

Is Str 8 really enough for a wizard? I'm not sure I like the idea of
going down to a single well placed ray of enfeeblement. But then, it's
not like Str 10 helps all that much. It's better, but you can still get
drained to 0 in a single good hit...

How common are ray's of enfeeblement, and if the OpFor has them are
they really going to aim at a wizard who's functional in combat (but
immobile) at Str 1, or at a fighter who it really hurts? (And if the
Wizard takes still spell he can still be functional in combat with Str
0).

Or should I just give in to my secret desires and go with the first
array, but with Cha and Str switched (Str 14, Cha 10) and alter self
into a troglodyte, cast fist of stone and beat people up with a
longsword?

If you plan to cast spells and beat people up might I suggest Cleric,
Druid, Paladin, or Ranger. Those classes are actually good at it. How
many axe swings to take down your character with his d4+2 HD?

You're a Wizard, important abilities are Int, Con, Int, Dex, Int, oh,
and did I mention Con and Int?

Obviously of your builds I'd prefer the Int 17 build. But I think
you're better off with something like:

Str 8, Dex 14, Con 16, Int 18, Wis 8, Cha 8

or

Str 8, Dex 14, Con 14, Int 18, Wis 12, Cha 8

Paragon +2 puts you to 20 then, and at level 8 you will have Int 22, if
you make a headband +4 then you get two bonus spells for each spell
level. As good as specialization PLUS your saves are nasty.

Use your extra skill points and class skills to pick up some stealth
and perception skills.
