"Just a game" does not include "NDA".

Yep.

NDA spells out -- in fact, shrieks out in loud, superhuman tones --
"NOT JUST A GAME! SOMEONE THINKS THIS MAY BE WORTH SOMETHING!" A
Non-Disclosure Agreement is a legal document, and a binding one, and
not something you fill out with some guys that you're just swapping
fun ideas with.

Apparently, OE wants to have their "fun idea guys" under NDA...
for whatever reason (I can think of a reason or three...) .

If you have an NDA, you're taking this much more seriously than a
game. And if you want it that serious, you'd better be paying money.

If you want this to be a Fun Fan Project, then there are no NDAs, and
your ideas are free to roam, and so are those of your contributors.

That's it, pretty much...

Honestly, my best guess is these guys are publisher wannabe's. They
haven't really sat down and decided if they're gonna do the "community
development" thing, and forgo any prayer of making money from the words,
or if they might actually commercialize some day, and they've conflated
the two models of operation.
