Something a 19 vs 17 CON doesnt support either.
Except the tiger has a lower AC, fewer HP, and hits less often than
the bear (because it has less Str, Con, and natural AC). The tiger is
dangerous because of it's ability to stealthily sneak up and pounce on
someone for an immediate full attack plus rake. The bear just wades in
and smashes stuff, and then hugs it to death. They seem reasonable to
me - both are dangerous predators, but they have different styles.
Merely looking at he base damage of their attacks is misleading.
