In the last few minutes I've decided that if the DM won't allow some
sort of Phantom Steed - even if it's only one per day - then I'll
probably just go with +5, Holy (assuming I can make that work), Evil
Outsider bane, Defending, and Ghost Touch. That's a highly effective
weapon. It doesn't have anywhere near as much *character* as the
Phantom Steed one, but if that's what he wants, he's the DM.

Based on your usual opponents, consider Undead and [Construct or
Elemental] bane if you can't get Holy/Blessed.

For example, I could fly up high with a big barrel or two of gravel and
dump them over enemy troops. From several thousand feet up that would
be fairly devastating, although I don't know how the system would
handle it.

Depends partly on what you mean by gravel. If it's pebbles less than
half an inch across, I doubt they'd do more than 1 point of damage
each, regardless of the 1 pound rule (compare a bad hailstorm). I'd
require golf balls or bigger to have any effect, and even they would
have to penetrate armour to do 1d4. Realistically you need things the
size of tennis balls, bricks or bigger, and then you don't have enough
to guarantee hits.

Besides, from several thousand feet you'd have trouble hitting
anything smaller than a football field.

If you think he'll nix the flying superfast steed, get a non-flying
one. Just make sure it has some AC and/or hp.
