No, it really isn't. Skills just aren't that powerful.
Your ideas are fine, but you shouldn't worry overmuch about the balance.
Personally, I abolish class skills. It's an unnecessary element of the game and
supports an imaginary idea of balance. The number of skill points a member of
the class receives is more important.
