Hmm. I was actually thinking of something similar, but instead of
racial skills, it was class skills. All skills cost one skill point to
raise in rank for everyone, but skills on the class skill lists with
ranks gain a bonus equal to one half your level in each class the skill
is a class skill. It was just an idle thought, so I haven't explored
the game balance issues such a change would raise.
