Agreed, strength is already scaled exponentially based on the carrying
capacity. Multiplicative bonuses on an exponential scale are wonky in
this context.

For low level where we can assume no magic +2 to hit is equal to
a heavy shield, and +2 to damage is added on to the already higher
damage for the Great-sword. So straight up the GS hits as often for
2d6+2 damage rather than 1d8 damage.

At higher levels with magic the Sword+Shield makes up some
ground.

One thing you have done is made two weapon fighting viable
without needing a big per hit damage boost. But only for high
strength fighters, which is probably the opposite of what you
want to do.

Also eliminating the 2:1 conversion on power attack changes
two handed weapon tactics enourmously.
