Well, "the best module you've played" allows a lot of scope for GM intervention/modification. That is, was it a good scenario because of what the author wrote or because of how the GM interpreted it?
I'm currently playing the Shackled City adventure path. It's okay, but I'm not feeling a lot of engagement with the actual scenarios or the setting, Cauldron.
In my last home campaign, I deliberately used published scenarios as the starting-point for each adventure, but modified them to varying degrees so that they fitted into the game setting. Of the 34 published 3.x scenarios I used, I think one of the best was "The Thunder Below": however, it was also the most recent, so maybe that's more because of primacy than because of quality.
In Living Greyhawk, the best scenario I've played is COR 5-03, "Atonement".
P.S. I'm partially asking to see if there is anything better than the shackled city or adventure path, as neither of those seem to be quite what I'm looking for, although they could be quite good from what little I've read.
I think the real question is how much modification do you want/have time to do to customise the scenarios. If you want, read the adventure summaries I wrote for my home campaign at http://www.uq.net.au/~zzjohnsg/campaign/adventures.htm - I included a link to the actual scenario used whenever possible, so you can compare and contrast.
