Possibly yes, but it depends on the PRECISE effect of these feats.
Practiced spellcaster, for example, actually increases your caster
level in a given class. This WOULD stack with, for example, the granted
power of the Evil Domain which allows you to "cast evil spells at +1
caster level".
IOW, the Practiced Spellcaster feat would make your caster level
effectively X. The granted power of the Evil Domain would give you the
ability to cast evil spells as if your caster level were X+1.
The problem is, I don't know the precise wording of those other
abilities. I'm assuming that fire mephlings, for example, "cast fire
spells at +1 caster level". Which would "stack" (although it's not
really "stacking") with the caster level set by your Practiced
Spellcaster feat.
I'm also guessing that the Spellgifted feat phrases its benefit
similarly. ("You cast all schools from the selected school at +1 caster
level and all other spells at -1 caster level." Or somesuch.)
But I'm guessing that the draconic feat may actually increase your
caster level, rather than just allowing you to cast certain spells as
if you had a different caster level, which means you're still tied into
a maximum caster level equal to your HD when it comes to the Practiced
Spellcaster feat.
Notice all those "guesses"? Bearing that I'm assuming my guesses are
correct, let me answer your remaining questions:

I also don't know if mephlings have any HD. I'm assuming not. So you
have a character with 6 HD.
Your sorcerer caster level would be 3 + 1 (draconic) + 2 (Practiced
Spellcaster, which tops out there because that all equals) = 6 (which
is equal to your HD).
Your effective caster level for burning hands, however, would be 6
(caster level) + 1 (spellgifted/evocation) + 1 (mephling/fire) = 8.

You can use a spell-trigger item, like a staff, as long as the spell
appears on one of your class spell lists. You can use it even if you
can't cast spells at all. So, yes, you can use a Staff of Fire, but for
a reason entirely tangential to your caster level (which is
irrelevant).
