Um. Actually I think it's an interesting idea. Overpowered? I think in the hands of a rogue is where it really comes into its own, unless you disallow use of sneak attack (strict reading of the rules seems to back this up).

This feat appears in the Epic book, and is a bit pants for an Epic Feat as it isn't likely to get through any DR, but it occurs to me that having it as a non-epic feat makes much more sense as many non-epic creatures have a rend attack, so why shouldn't PCs? And, of course, it allows players to emulate Maximus in Gladiator.
I'd suggest reducing the pre-requisites to Dex 13+, TWF and BAB + 6.
What do you think?
And what does this do to the single weapon vs two weapon fighting debate?
