It depends a lot on what you need them to do:
Mainly kill transport ships and such: Probably Cruisers, make em cheap,
so perhaps just the w16 techs. Although DDs can do well here too, see
below.

Mainly sweep non-SD fields: light and dirt cheap is probably best,
frigates with a beam or two.

Mainly sweep SD fields: light and cheap is good, but they also have to
survive mine hits. I prefer DDs for this, if you don't have RS, stick 2
organic armors on them, and a shield, and 2 beams (I prefer r3s, some
prefer gatlings), OT, nice engine. You want them to survive 2 std hits
or one heavy hit. Preferably solo, but that's not always possible, so
you may have to group them. If you do have RS, 2 organic armors may not
be enough, you may need 2 Valanium (assuming you have c16 that is).
IMO, this is the major disadvantage of RS. For the elec slot I normally
stick on a super cloak, it's only 55% cloaking, but that's often enough
when in orbit.

I like r3 beams, so with speed 2.25 you can catch speed 2.5 retreating
ships (scouts and spies mostly)

Cruisers are another good option, they have a bit more armor then a DD
(not much, because for mine hits, a cruiser has 2 engines, so half as
much armor). They're also a bit more expensive, and for sweeping, are
probably a bit overpowered.

I also pick DDs if my econ is big enough, the bare bones FF is very
limited to sweeping fields and pinging worlds (which chaff can do). I
prefer to use just one design slot for for raider and sweeper.

One exception I've found is for WM, a BC with 7 cloaks, it's cloaked to
93%, which is pretty decent, and with a w10 capable engine, can go 2.25
(with WM bonus). The armor and shields are better then a cruiser, yet
it still only has two engines, so mine field survivablity is better.
