I'd say decouple right to gate from right to travel through minefields,
or refuel, for starters. Shared intel should be a higher state than
just joint battles. "Teammember" comes to mind. Ability to transfer
ships, or accept transfers. Disclosure of own designs to friends.
Capacity to grab minerals from each other, perhaps...

Better yet, allow everyone to define their options by selecting a bunch
of checkboxes essentially covering most of your own control over your
own empire. For some, "ally" means the "shared gates" is checked, while
others would keep that one unchecked. A pirate bunch would check the
"joint battle", the "refuel" and the "shared scans" but not others such
as one's own map... and so on. Also, the allies would know what kind of
options they're granted, thus gauging the trust placed on them.

If these things still have a meaning in the new game, that is. ;-)

What about transferring half-built or obsolete ships and allowing the
receiver to complete/upgrade them?

As long as this is not a commercial effort, why not join forces instead
of going everyone on his own?

Also, early, barely playable "betas" could jump-start the fine-tuning
process for balance and gameplay, perhaps even allowing flashy but
unimportant concepts to be dropped, and others to be discovered/added.

Awww, well, my new Warp11 engine beckons me from the garage...
