No. The best format for a national chess federation is one that
would borrow some of Mensa's structure, mostly the national dues
sharing with an umbrella org at the metro scale which is the basic
market for organized chess and the one that should be capitalized on a
systematic basis.
Until we have that the USCF will remain ineffective and generally
insignificant.
