Kramnik was invited but declined..no fault on Topalov's part.However
for Topalov to say Kramnik's rating is 60 points lower is not a good
enough argument not to have a unification Match.My hunch is that
Topalov is trying to increase the Prize Fund of an eventual Match (that
I believe will take place)
