You're right - that's a mess that could be avoided. I didn't hear
about the change until Saturday. Was a reason given for the change?
Relevant rules: 8A2, 9C, 10I1, 10I2.
And 10I2 seems ambiguous to me. 10I1 talks about the K being touched
first or the K & R touched at the same time, and then the player
realizing that castling is illegal. 10I2 is for the rook being
touched first, but it doesn't say if the player can change his mind
for any reason, or only if he realizes that castling is illegal.
