This is a clear application of L70E2 which allows the Regulating
Authority to specify an order in which the Director may deem the suit
played. As the word 'may' is included in the Law, it clearly allows
the Regulating Authority NOT to supply an order. In the latter case it
is clear that no one has specified that the suit be played from the
top down.
No one has specified that the suit not be played from the top down,
either.
But, by allowing the Regulating Authority latitude in this respect,
L70E2 clearly implies that if the order is not clarified by the
claimer at the time of the claim, then the Laws do not specify one..
I don't think that is the correct interpretation. Doesn't the first
course of action demand that the director understand the intent of the
claimant?- Hide quoted text -

No the Director's first course of action is to determine what the
claimer actually said (L70B1). What the claimer intended to say is
totally immaterial.

The claimer said what he intended to say. The point of contention is:
In the absence of an official interpretation, what interpretation
should the director assign to "Drawing trump"?
Most of us who feel the claim ought to be upheld think that the
default meaning of "Drawing trump" is: "Play winning trumps to exhaust
the opponents of them." This is what we were taught as beginners, and
this is what the vast majority of us would mean by the phrase.
Dave, if you were West in the scenario described by the OP, would you
call the director and make the argument that your Qx entitled you to a
trump trick?

I don't know if I would call the Director, ...

Your evident reluctance to dispute the claim yourself speaks volumes.
In your heart, you know know what he meant.
