Doesn't a 2C overcall run a pretty significant risk of missing a cold
4S game if partner has, say:

to be there.... Give partner the SA or HA and you're gin, but I
didn't want to rig the hands too much.)
Yes, that's a problem. I'm not sure how the auction would go after a
double, though: (1H)-dbl-1S-2H-... now if 2S shows extra length, how
would advancer bid if he were forced to start with 1S with 9xxx in the
suit; and if 2S doesn't show any extra length, then would the
partnership be able to bid 4S with any confidence? But I guess you're
right that if responder is this weak, a double is more likely to get
you to a 4S game. Double has the serious risk of getting a 2D
advance, though; I just don't think doubler's hand is right for
doubling and correcting 2D to 3C, which seems to be asking for trouble
if partner is weak. I didn't say this was an easy hand.
