So you keep the cell phones and your partner keeps the batteries.

I do think this will evolve into don't-ask-don't-tell. Since I don't
expect metal detectors or bag searches, no one is going to know. I
think the severity of the rule is to make it clear that there is no
wiggle room. You can't say "It was in my bag, and even though I
forgot to turn it off, I didn't look at it." Or "I was outside the
playing area." Or "We were on a break and I was just calling for
dinner reservations." No excuses - you had it in your possession, the
penalty applies.

Because regardless of whether it is literally correct, anyone who
tries that excuse has to know that no reasonable person will accept
it.

I believe reasonable "persons" would accept an "unloaded gun" more than they
would a "loaded gun".

But assuming that you have the batteries on your person as well, it's
like an unloaded gun along with a box of bullets -- all you have to do
is load it.

Looking at it another way, if it's not OK to simply turn the device off,
why would taking the battery out be any more OK?  It's just one more
step to get it to a communicating state.
