and it reported that it was worth 13.35 points. Kaplan and Rubens are
certainly smarter than I am, so I'm perfectly prepared to believe that I
should have opened 1S.
But out of curiosity, I then plugged in

which comes up at 12.40.
So it looks like it's wrong (at least in first and second seat) ever to
open 2 with a suit this good.
Which brings me to the point. Like a lot of people, I play 2NT in
response to a weak-2 as a feature ask, with opener's rebid of 3NT
showing a running suit (and, as a necessary corollary,no outside A or
K). But maybe that 3NT rebid shouldn't exist.
Or am I missing something?

That really depends on what your range for a weak2 is (seat and color
are also important in this regard).
If your weak2s are primarily constructive, then this would be a
maximum weak2. If your weak2s are primarily obstructive, then this
would be a minimum 1-bid.
For me, a hand like

is a 1S opening bid. I cannot expect responder to make a game move
with

and I'm willing to take the losses when we get too high. Because

is a one bid, I can afford to open weak2s with weaker hands like

on the maximum side, and

on the minimum side. So my partners never have to worry about my
having, potentially, 6 fast winners when I open 2S.
Having that low a floor for an opening 1-bid obviously works best in a
strong club context, where hands with 16/17+ HCPs get opened 1C. I
doubt that opening that light works well in a standard context as the
1-bid range gets wider and wider.
