Yes, I think it is forcing, as long as the 2H bid is
a strength showing reverse. But I think 2H can be played
as a non-minimum sequence. Surely you guys should have an
agreement about that by now. If you manufacture a short
suit rebid, it shouldn't be in the major. I think
responder's shape should be 5-4-1-3 or 5-4-0-4 if you
play the 3S as natural, then the 4C is natural. If not,
and 3S shows your short suit, you still should bid 4H.
4C could be a cuebid so you can't trust it as a suit.
Opener could have 5 clubs and 4 hearts. It is not
allowed to fudge the four card major nor the immediate
raise also must show 4 hearts. If you have a minimum
hand I dont think one can bid 2H, but rebid 2C and
if part has 9+ he can bid hearts if he is 5-4.
The more I think about it, the more I think 4C is forcing
and 4H is indicated. If somebody fudged the heart suit
then the problem is entirely theirs. It is hard to imagine
why this question could even come up! All I can think of
is that opener misbid with the 2H bid.
