here we were playing 2/1..kokish relay after 2C..
So the bidding went
2C-2D(GF)-2H(Kokish)-2S(puppet)-3S(H and S,longer H)...now what does
responder bid ?..
How it should go after 3S ?

deficiencies of the convention.
Opener has given a reasonable description (How would the bidding
differ with 5-6 or 4-7 in the majors?) so far, but as happens quite
frequently it is impossible for a strong balanced or semi balanced
hand to describe enough of its features so that the weak hand can make
an informed decision. Captaincy must reside either with the strong
hand or the unbalanced hand but not with the weak balanced hand. This
means the weak hand must describe its features to the strong hand not
the other way round. Kokish relays may be good in finding the right
game but here it violates the principle for captaincy.
How it should go after 3S ?
I think the partnership can call itself lucky if it does not languish
in game. So far the weak hand has not shown anything of substance.
Many would simply bid now 4H (an underbid).
Maybe a courageous 5H is a possibility and better than 4H, but even
then it is unclear whether the strong hand has enough to accept. It is
all guesswork and requires good judgment and partnership
understanding.
I see no way of coming even close to bidding the grand after this
start, not that it would have been easy in most systems.
