Your 4NT was obviously a psyche, 4NT RKCB is a convention. Therefore
you should not be allowed to bid 4NT, as you then psyche a convention,
if this law is in effect. N'est-ce pas?

Good analogy on the surface - and shows generally how lawyers can and
will always (eventually) screw things up.

However, I believe the overarching langauge is "local authorities *can*
regulate conventions", while the ACBL chooses to say you can't psyche a
conventional opening bid. So, the above is still legal in ACBL-land.

True, good opponents would not fall for this, but this does not change
anything.

It works most of the time.
