I like this. I'm asked to formulate a bidding plan, so naturally I plan for partner to bid my solid six-card suit. It does make life a lot easier than if I had to plan what to do if partner does something annoying like bidding my void.
If partner decides to bid 5D, he is telling me he doesn't need my help. And I'll still bid 5S.
So would we all, but how does this sequence focus pard's attention on the only relevant issue, namely his heart holding?
There is apparently an ambiguity -- not in individual methods, but over the question of whether an immediate jump to 5S asks for controls in hearts. Yes, it is the standard method. Yes, it is the expert's method.. But is it the method of the random pickup partner? I don't think so. This line has, I feel, a better chance of waking up partner.
