Options in competitive auction

After:

1H-P-2H-2S
P-P-?

assuming responder decides not to pass, what distinctions do you think
should be made among the following options:

1. 3H

2. 2NT

3. 3m (I'm assuming, perhaps incorrectly, that 3C and 3D would be treated
similarly)

4. Double

The context is five-card major openings.
