As others have stated, you can start on any intersection, it need not
be a city.
In the English-language rules from Rio Grande, there is no prohibition
against two players starting on the same intersection. However, I must
say that I've played the game over 200 times and have never seen a
situation in which a player actually needed to start on the same
intersection as another.
