This seems accurate.
What would the US reaction be if Libya took this opportunity to
DECLARE war and a suitcase nuke was detonated outside the whitehouse(?)

Libya would disappear.
It certainly wouldn't end well but, nuke a country and kill mostly
civilians because of a (rightful?) retaliatory attack by Libya to the
US cruise missile attack that was conducted under the pretence of
protecting the citizens you just nuked? History will have a field day
with that. It ..would.. trigger the last oil war.
The UN action was a no fly zone. I didn't see Libyan Mig25s faling
from the sky or any any reports that any Libyan air operations were
undertaken after the action commenced. On the contrary we have
numerous offers of ceasefire by Colonel Klink met with US missile
strikes against ground forces and the palace, killing amongst others,
Klinks son and numerous civilians.
Push me, shove you, ooops WWIII.
