Section 432, Energy Refund Program For Low Income Consumers: "(1) The
Administrator of the Environmental Protection Agency, or the agency
designated by the Administrator shall formulate and administer the
'Energy Refund Program'. (2) At the request of the State agency,
eligible low-income households within the State shall receive a
monthly cash energy refund equal to the estimated loss in purchasing
power resulting from this Act."

From the preliminary debates and the news reports one can draw general
conclusions.
SO LEMME GET THIS STRAIGHT ... You come on and torch one side because
they didnt bother to read the bill and yet , you , yourself have not read
it !!
EVEN YOU HAVE TO SEE THE IRONY IN THIS ONE !!!
Someone asked Henry Waxman, the co-sponsor of the bill, what was in
the bill.
He said he didn't know exactly what was in there.
The Demos were expected to buy a pig in a poke, and they did.
To add insult to injury, another 300 pages were added, and dumped on
the Congress at 3:00 AM.
As the story goes, a Demo CongressCritter from Minnesota named Colin
Peterson was originally opposed to the bill for obvious reasons.
He then voted for it after the 300 pages were added.
Maybe a little Pork for the ethanol producing corn growers in his
State?
Maybe a little Pork for any other CongressCritter who was on the
fence?
Ya think?
The only thing that can save the country from this Federal power-grab
of a bill is that it now has to go to the Senate.
In the meantime, people will have time to actually read the damn
thing.
So far, all the MSM has been too busy with the "Michael Jackson is
Dead" Week to pay any attention.

In a tiny bit of irony, when I ran this through the spell checker, it
came to Waxman, and offered the suggestion "Taxman".
