You missed where this wasn't for a typical 12 v. battery?  It is for the
development of a more efficient battery for electric and hybrid cars and
new
tax incentives for low-emissions cars.

As usual, you fail to grasp the simplest of points. It's a battery. It
doesn't create energy, it just stores it.

She never claimed nor implied that batteries generate electricity.

Meaning we'll still be largely dependent on the same fossil fuels we are
today.

Seeing as less than 2% of the electricity generation in the U.S. comes
from burning petroleum products you're going to have a hard time
supporting that claim.  Now, while it's true that nearly half comes
from coal-fired plants and another 20% from burning natural gas, the
remaining > 30% is generated from even cleaner sources.  Given that,
you still don't see how shifting from burning refined oil in your
vehicle to powering it with electricity generated via mostly other
methods provides a net reduction in fossil fuel (especially oil) use?
