I understand this is a Wall Street Journal editorial, but you would think
that even they would include a little bit of context in the name of
fairness. The 2007 tax increase proposal by the Governor was a
desperation attempt to try to do something about a state economy that was
already in terrible shape due to the crisis in the auto industry and the
plunge in real estate values.
The whole point of the article was that you can make a bad situation

How did she make it worse? I don't see where that is explained in the
article.

By leaving out the context, the article fails to explain whether she made
a bad situation worse or whether she made a bad situation less worse.
What would Michigan's economic indicators look like today if there had
been a continuation of Engler's tax-cutting and budget busting policies?
Would Michigan's economy be better, worse or the same? These are all
questions that the article makes no effort to answer.
