Minimum M for tournament play

There are a lot of single-table to three-table tournaments around here
(in Reno) with a starting M (starting chips w/ addons and starting
blinds) of about 10, some a little less and some a little more. Are
these even worth playing? What's the lowest M you would play, assuming
you are a stronger-than-average player, and expect to win over the
long run?
