Basically a cop shot a mentally disabled man in cold blood and got 90
days and a $1000 fine:
Former Arkansas State Trooper Larry Norman pleaded guilty Thursday to
negligent homicide, a Class A misdemeanor, in the March 7, 2006,
shooting of Joseph Erin Hamley, a mentally disabled man from
Springdale.
Norman, who was granted a medical retirement from the state police
last year, faces up to a year in the county jail, a fine of up to
$1,000 or both. Judge Tom Keith will hear evidence at a June 28
sentencing hearing in Benton County Circuit Court.
Officers responding to a call last March on U.S. 412 near the Benton-
Washington county line mistook Hamlet, 21, for Adam Leadford, a
Michigan fugitive who had been described as armed and dangerous.
Norman fired his shotgun once from about 25 yards after Hamley moved
his hands toward his pockets, according to reports. Hamley, who was
mentally disabled and had cerebral palsy, was not armed.
Uh. This cop knows only that the man standing 25 yards in front of him is a
fugitive from Michigan, described as armed and dangerous, and is now
reaching toward his pockets.
I fire every time and dont' think twice about it.
I don't think the cop would be in trouble if he could have
_reasonably_ thought it was the fugitive in question going for a gun.
He couldn't convince people who usually give cops a great deal of
benefit of the doubt, so I am not going to assume he was honestly
mistaken. I'm not saying it was first-degree murder but he was
careless and too quick to react.
Not knowing all the facts presented to the court, I will say that the
verdict is _probably_ just.
