You may not like my answer but here I go
1st if your cpu heatsink/fan is properly attached you are down to two problems
These are "classic" overclocking problems
either you have overclocked your cpu or your computer supplier has overcloked it for you and has a marginal cpu for that purpose. There are many suppliers out there that do this a lot. The make an extra few dollars by overclocking a CPU and selling it like it was designed for that speed
you could have the cpu voltage turned up too high
your multiplier or Mhz is set higher (overclocking) than your cpu is designed to run at
TRY THIS: Remove the fan/heatsink and cpu from the case and look at the nunbers (the cleaning is a pain in the ass and the numbers small)on the cpu and check them against the numbers at the intel site. They will tell you which cpu you actually have. Then set your system to run at those mhz and multipliers after CAREFULLY reinstalling your CPU and heatsink taking care that the "stepdown" on the heatsink is facing the correct way and making good contact with the CPU. This generally requires more force than it should. If this does not solve you CPU heat problems then you most likely have a bad motherboard. Todays motherboards almost always make these settings in the BIOS but I suppose there might be a few left that require setting jumpers. The motherboard manual should instruct you where and how to do this but if you are not confident-- most any 16 year old gamer can show you how to do that.
If you are also having heat problems with one of the newer video cards - that is not uncommon. Many are real power hogs and run extremely hot. Different mfg will hand the problem differently. Some will put a passive heatsink and some will put a fan/heatsink and some will put NOTHING AT ALL. Understand that most mfg are using the same parts to make their video cards and follow a reference design laid out by ATI or nVidia. AS an example my X1950 pro happens to be made by ATI but there are 10 or so mfg's making almost the EXACT same card - THERE IS VERY LITTLE DIFFERENCE EXCEPT IN COOLING. Some will vary the clock speed slightly or use slightly faster memory but they are all very close. If your video card (and you might have on board video and ignore all this part if you do)has a passive chipset or no heatsink then consider adding a fan. It is usually not required since most of the video cards will run ok even if they are very hot (dont touch one to find out) You box will run a little warmer but that is not usually a problem
Most of the gaming site will have forums that will cover problems like this extensively. They will answer questions that pertain to your specific hardware and many of the regulars at these sites will be true experts. You may start in the forums at less high tech sites like www.anandtech.com or www.sharkeyextreme.com

I have a stupid Pentium D 930 over here
I can't get the son of a gun to run under 70C at idle / 80C
at 100% load. I'm pretty sure it is hot enough that it is

It was even worse with the stupid boxed cooler. I
bought a 100% copper with pipes, a substantial aftermarket
cooler, I've got a good strong fan in the PS, one strong
intake fan in the front and one strong fan in the back. The
CPU is not over volted or under powered. Everything is in
spec as far as I can tell.
I've got the premium Artic Silver on there
properly applied and all.. I know what I'm doing, for the
most part. I even know better than to get any skin cells in
the paste and not to apply it to heavily..
So how in gods name can I cool this son of a
bitch down so that it will run properly? Intel won't do ***
for me. I need it to perform, try renaming tens of thousands
of files with a throttling/overheated CPU... it sucks!!
PS: The 945PSN board I have, it has got passive
cooling on the chipset.. just a largish metallic colored
heatsink! It gets awfully warm and hot, can I remove it and
replace it with a copper heatsink/ and fan some how?
I guess I have cooling issues all over the place
in there.. noticed today tha the stupid HSF on the graphics
card isn't tight so it doesn't even contact the chips. What's odd, too, is that when I stress the card out - there
is this one little chip on the card that gets hot enough to
burn you, it's nowhere near the CPU or Memory chips on the
graphics card.. what is it? It is perhaps 1/8th by 1/8th of
an inch square..
What does it do?
Since it gets so damned hot, I put some thermal grease on it
to try and absorb some of the heat.. was that a good or a
bad idea?
