In the case in the article I posted, it seems to me that an easy solution
would have been to cancel out all the play that day (it doesn't appear to
have been that long before the mistake was found) and revert to the start of
the day. They had the proper chip counts written down and would have been
fair. Give the other tables a half hour, or one hour or whatever timeout,
and let the screwed up table catch up.

It's not just the unfairness of the blinds, introducing new chips (which

also did in the Harry D. thing) makes it impossible for the players to
reconcile
head counts and chips counts, which opens the door for skimming.

It doesn't mean they are skimming, but it does mean they don't care about
skimming. They don't have procedures in place to guard against skimming
because
it's not their money at risk, it's players money.
