Simple. Pokerstars etc. would have sites set up in the US in a heartbeat -- probably before the American companies do.

It is a shame all that money, from primarily U.S. players, is going
overseas when it could be staying here and paying taxes.

If I remember correctly, online poker currently is a 7 billion dollar per year business. Add the US market to the mix and I'm willing to bet that that number would go up by at least 20%. Congress is literally pissing away BILLIONS per year in revenue solely because it insists on legislating morality.
