I think you played it fine. Since the J & 9 are on the board, you now
only realistically beat AT (unless th3ta is a clown and is
check-raising the flop with Ax -- not 2 pair). Although his river bet
is small and indicates weakness, you do not have a strong hand
yourself. He may put you on Ax and figures you'll call with a worse
Ace (which you should).

IMO, after his $21 bet on the river, there are 4 potential scenarios:
1) If you min-raise and he comes over the top, you have to fold since
you can't beat anything (boat & flush & straight are on the board)
since you "only" have trip aces with a Q kicker.

2) If you min-raise and he calls, you're most likely beat (by AK, str8,
flush, or boat). Since, if I were him, I wouldn't call any river raise
with AT unless I had a good read or knew that you were capable of
pulling this off.

3) If you raise all-in, he only calls you if you're beat, but you
should get him to lay down a straight and possibly a baby flush.

4) If you flat call, you beat his A-rag (and potential weak bluff), but
lose to everything else. In all honesty, I would have expected th3ta
to show over A7.

Note: You cannot fold for $21. If he bet the pot ($84), you have a
very tough decision. If I didn't have a read on the player, AQ is a
near-instant fold in this situation.
