The site from the link I provided states: "A new pack of cards is randomly
generated before each game, using an RNG (Random Number Generator) to
shuffle the deck." If the sequence is generated BEFORE EACH GAME, that
means the sequence of the deck is pre-determined.

Not having a pre-determined deck adds security as it is not possible to
hack the sequence of cards if they haven't yet been determined. However,
that does not mean that a pre-determined deck is insecure, providing there
are adequate anti-hacking safeguards.

A number of people share your (irrational) preference. I imagine that's
why some sites still use predetermined decks, despite the security issues.
