I've heard from some actually on the ground. Yes, it appears to be at
least that bad.

Probably because this has nothing to do with "the average person". The
majority of NO residents evacuated, leaving behind those who either
couldn't leave because of economic standing (which accounts for most of
the victims, I'm sure), those who were not bright enough or mentally
stable enough to get out or, as Chris points out, those who stayed behind
to try to take advantage of the situation. This has resulted in
concentration of people who do not by any stretch of the imagination
represent "the average person". They are primarily the lower rung of the
socio-economic ladder, as well as the criminal element. In such an
environment the criminal element (and other assorted scumbags) are going
to represent a much larger percentage of the population than they would
under normal circumstances.

I might agree were it not for corroborating reports from private citizens
on the ground.

Or, more likely that there was:

A) No evacuation prior to the tsunami hitting, and...

B) Not much to steal to begin with, let alone after most of what WAS there
got swept out to see.

Or it could just be the more likely (and obvious) factors I've pointed
out, and that didn't occur to you in your rush to make other assumptions.
