Of course they do. But if they are US citizens, they should also speak English.

They don't have to be fluent in English to answer a few questions.
If they don't speak any English, maybe we should wait till they do
before asking their opinion on US politics.
The easiest way to learn a language is in the country it's spoken.
The hardest way is to learn from books or through bi-lingual education.

I'm not talking about fluency. The basics will do. They don't have to
read Shakespeare or James Joyce, only the local paper. It's not that
difiicult.

No, that's not what I said. I expect every citizen to speak English.
If they come to this country, they should make an honest effort to fit in.
It's better for them and better for the rest of us.
