According to e-mail from MUSL the decision about payout for PB was
done by accountants and pr type people, who lacked understanding of
probability and statistics. They decided that e.g. having any three
number correct was of equal value so that getting three white balls
was equal to geting two white+one red ball and that the odds di not
matter. Thus the odds for three white balls of 1:291 was equal to the
odds of 1:745 for two white+one red were of no importance.
