Based on my lottery researches, my opinion is that current probability
theory is incomplete.

I believe that most people would agree with you. All theories could be
considered incomplete until they were proven beyond any doubt to be
absolute.
But, current probability theory seems to hold up under the most critical
scrutiny.
That certainly doesn't guarantee that it will not be added to or
subtracted from in the future....good luck!
