There have always been roulette wheels that are biased (usually because they
aren't perfectly level). Exploiting that just by watching is probably near
impossible to gain an advantage, but the guys with the computers and laser
beams were able to predict pretty well which quadrant where the ball would
land, not based on a biased wheel, but based on the initial speed of the
ball and computing the speed of the wheel.

Of course, equipment like that has been illegal in Nevada casinos for a long
time (and I assume in all US casinos). It wasn't in the UK when they did
it.
