Probably that, and that I have heard that he was in rfc before and
disgraced himself. He is probably afraid someone will recognize him from
before. He is a spineless wimp who cannot fess up to what he did,
apologize and move on like any normal adult would.

Apologies are accepted best if the behavior stops.
