Why do you think the "old oils and food residue" contain bacteria? They
are probably more germ-free than anything else in your kitchen.

Rancid oil and decayed food matter. It's pretty much the same as not
washing dishes and reusing them over and over.
You have to learn about what really happens. Bacteria is killed at the heat
of cooking. The oil you call rancid is no longer in the same form. It
becomes polymerized, just as a Teflon coating would, and becomes an integral
coating over the pores of the cast iron. Nothing to get rancid.
You may have a difficult time getting past your misconception, but if it was
truly a problem, tens of millions of people would have been sick by now over
the past couple of centuries.
