The Cub chain does a hybrid. Cut-out-of-their-paper-ad coupons will
often be a twofer price with the coupon, or an xfer with the coupon, and
it states that on the coupon. Some advertised items, no coupon
involved, will be pitched as xfer $$ prices -- but if you only want one
you only pay that fraction of the total; e.g., 5/$100, you buy one, it's
20 cents. And I don't think that all the featured ad items are
necessarily sale-priced, either.
