There's an article that will appear in tomorrow's (4/30) printed NY Times about how adding melamine to feed is a common practice in China, and that the company that shipped some of the contaminated wheat gluten had advertised on the internet to purchase melamine scrap for this purpose. It's exactly the scheme to raise protein content in tests that the FDA speculated about.
There's a whole different set of ethical values over there in China, something that's almost unimaginable in the USA.
Do you really think so? Twenty years ago one of our neighbors, a lovely, cultured, well-mannered man went to jail. His chemical company, which had been quite profitable, became even more so when he began substituting water for the chemical he was selling to hundreds of cities for their sewage treatment plants.
Ethical values often conflict with financial ones, unfortunately, and U.S. companies don't have a clear record, either.
