Aha.... I see IrfanView has that feature too. It's right under Edit,
It's "Add Text" feature that I use for captioning is very rudimentary.
Only flush left alignment at the moment.

I looked at IrfanView.
While it has some nice features I was disappointed with it, by and large.
The setup program prompts to install a google search tool!??
The setup program tried to get out to the internet, for what purpose I'm
not sure and when I refused to let it, the setup program refused to quit
without being CNTL-ALT-DEL manhandled.
You can quit the program and the program will not prompt you to save
changes.
The Insert text selection feature is cumbersome, having to draw a marque
for the text, without the ability to move it around for positioning
afterwards.
Have a look at XnView?
