Can you do that? Then why not, in this case?

What is that number, anyway? I'm not going to call it to find out, but I'm wondering is this is one of those slams or other illegal practices that wreak havoc with one's phone bill in one way or another.

I got curious. Doing a reverse-number search, it appears to be someone's personal, unlisted, land line.
