Yes, excessive quoting is just as much of a vice as is top posting. The worst
offender being the 'me too' git who will quote 150 likes of text just to
publish the fact that (s)he's not familiar with the 1st person nominativ.

HOWEVER, consider this. I prefer driving ont he right side of the road. Alas,
all the people in my country drive on the left ... Plus, sometimes it just
makes sense to follow the etiquette of other people in the place you hang out.
In Turkey you don't show the soles of your feet, in Greece you don't give the
thumbs up and in Japan you don't blow you nose into your hanky at table. :-)

Top posting was invented as a default by the idiots at Microsoft who were
apparently unfamiliar with usenet and email usage until they were told to write
Outlook. A bull elephant in a china shop does not bone up on decorum.
Subsequently, top posting immediately paints you with a certain brush.

Consider also, please, the nature of propagetion of usenet news. Not all
messages get through to everywhere. Often a reply will appear in my newsreader
before the question does. In that case it is incredibly useful to me to be able
to read the pertinent bits of the question so I can make sense of the reply.
Once there are two levels of quotation going on, with a top post 'addendum', I
react by skipping to the next post, I can't be bothered to try and untangle
that mess. (particularly since I KNOW that most top posters are talking through
a hole in their head, right?!?)
