Water's densest at 4 degC, so as the temperature falls, the water
passing through 4 deg falls to the bottom, where the fish can survive
in lakes and rivers for a while. Meanwhile the surface water cools
some more and ices up - always starting at the surface with the cold
air. So that's the best place for a heater.
