My guess is that there is a concentrator in that box that is multiplexing
you and too many of your neighbors onto one pair for the run back to the
central office. Keep complaining and get your neighbors to complain as
well and perhaps they will run fiber out to that box (or at least give it
another pair). Who is your ISP?
